Abstract In recent years, China has carried out several projects about distance education at primary and junior middle schools in the western region. Its intention is to bring the potential of ICT into full play in training teachers, improving educational quality and serving for rural development. Based on the new curriculum reform in basic education and national distance education plan, the project, ‘Strengthening Capacity of Basic Education in the West China (SCBEWC) is to enhance capacity construction of education with knowledge, consultation, training, as well as selected technology, software and resources suitable for the project activities from Canada. As a case study, the topic deeply analyzes the political, economic, technological and educational factors that influence policy and law-making and institutional reforms by investigating some critical problems and difficulties in the process of implementing distance education in the minority remote region, such as environmental restriction, resource distribution, teachers' professional development, resource development, evaluation of quality and effectiveness, etc. Based on the systemic investigation and analysis, the conclusions and suggestions deserve planners and managers for reference. This report can be divided into seven parts. The first part is concerning research background. The second part is research plan, including literature review, study content, anylazing framework, methodology and so on. Thirdly, we introduce natural, economic and social conditions in Kangding county of Sichuan province. Fourthly, we stress the history, present situation and problems of education in Kangding. The fifth part is to describe the technological patterns and stretagies of distance education in minority areas. The sixth is to analyze the practice of improving basic education capacity by means of distance education at detail, including teacher training, resource construction and implication of student-centred instruction (SCI). And finally, the whole report is endowed with a brief summarization for policy and stretagiy suggestions about implementing distance education in minority aereas. |
